Capitol Hill is all a clamor about possible findings of the State Department's review board investigating the Benghazi terrorist attack on Sept. 11.
A confluence of events is adding to that speculation. On Thursday, U.S. Ambassador to the United Nations ended her bid to replace outgoing Secretary of State Hillary Clinton.
Rice was facing an uphill battle in possible confirmation hearings after becoming the administration's controversial voice repeating claims that the attacks were born out of a spontaneous demonstration against an anti-Muslim YouTube video.
Here abrupt withdrawal from consideration on Thursday coincided with indications that Secretary of State Hillary Clinton may not appear for a Congressional hearing scheduled for Dec. 20.
State Department spokeswoman Victoria Nuland indicated the report, and the secretary, might not be ready.
"The Hill has talked about a planning date on the calendar. That presumes that the (report) is finished," Nuland said. "I don't have any dates, any schedule of the secretary's to announce here."
Asked whether Clinton has committed to testifying, Nuland said, "it's dependent on the work being finished."
The review board's been conducting an investigation into the terrorist attack and related actions taken by State Department staff for the better part of three months.
Further surprising reporters and members of Congress, Nuland said that the findings of the report didn't necessarily need to be shared with Congress. Rather, all that is required is "the secretary's response" to the report's conclusion.
Rep. Jason Chaffetz says that if the report was done properly, it will be a difficult thing for the State Department, the White House and the intelligence community to explain away.
"The State Department owes us a report," Chaffetz told Fox News. "That's why I think Susan Rice made the announcement today, because I think we're on the verge of getting that report."
